Kees van Dongen was a Fauvist painter who was involved in the German expressionist movement known as Die Brücke. He became famous for his numerous colorful portraits of women. The big black eyes of the woman in the red hat is a common feature in van Dongen’s paintings. This painting is currently at the Museum of Fine Arts in Houston.
